 
    新能(neng)源與電(dian)動(dong)汽車行業(ye)均為我國(guo)戰(zhan)略性新興(xing)產業(ye),目前我國(guo)已經是全球最大(da)(da)風(feng)電(dian)、太(tai)陽能(neng)發電(dian)以及電(dian)動(dong)汽車推(tui)廣(guang)應用的(de)國(guo)家。但(dan)在市場高速(su)發展的(de)同時,這(zhe)兩個行業(ye)也面臨著巨(ju)大(da)(da)的(de)挑戰(zhan)。隨著大(da)(da)量的(de)風(feng)電(dian)、太(tai)陽能(neng)發電(dian)接入電(dian)網,部分地區出(chu)現了大(da)(da)規(gui)模棄風(feng)、棄光的(de)現象。
截至2016年(nian)年(nian)末(mo),我國新能(neng)源(yuan)汽車(che)的(de)(de)推(tui)廣量已經(jing)超過100萬(wan)輛,隨著(zhu)電(dian)(dian)動(dong)(dong)汽車(che)的(de)(de)推(tui)廣量逐漸(jian)上升,電(dian)(dian)動(dong)(dong)汽車(che)對(dui)電(dian)(dian)網的(de)(de)影響也將越來(lai)越明顯。如果把電(dian)(dian)動(dong)(dong)汽車(che)作為一(yi)個移(yi)動(dong)(dong)儲能(neng)裝置(zhi),未(wei)對(dui)電(dian)(dian)動(dong)(dong)汽車(che)的(de)(de)充電(dian)(dian)、儲能(neng)等行(xing)為進行(xing)有效引導則(ze)將給電(dian)(dian)網帶來(lai)巨大負擔,反之則(ze)能(neng)夠為整體(ti)能(neng)源(yuan)結構的(de)(de)改(gai)善(shan)貢(gong)獻力(li)量。未(wei)雨綢繆,是時候探討電(dian)(dian)動(dong)(dong)汽車(che)、電(dian)(dian)網、儲能(neng)、分(fen)布(bu)式(shi)能(neng)源(yuan)等領域協同(tong)發展了。

楊(yang)續來認(ren)為(wei)(wei),新(xin)能(neng)源(yuan)(yuan)汽(qi)車(che)(che)與儲能(neng)協同發展(zhan)是必(bi)然。可再生能(neng)源(yuan)(yuan)發電(dian)將(jiang)有利于(yu)新(xin)能(neng)源(yuan)(yuan)汽(qi)車(che)(che)與電(dian)力(li)儲能(neng)的協同發展(zhan);電(dian)價策略(lve)需靈(ling)活可變,逐(zhu)步放(fang)開(kai)分布(bu)式售電(dian)市場,營造市場環(huan)境(jing);合(he)理規劃新(xin)能(neng)源(yuan)(yuan)汽(qi)車(che)(che)充放(fang)電(dian)行(xing)為(wei)(wei),提(ti)高(gao)電(dian)動(dong)汽(qi)車(che)(che)靈(ling)活性調節空間;充分發掘電(dian)動(dong)汽(qi)車(che)(che)電(dian)池全生命周期與電(dian)力(li)市場的系統(tong)發展(zhan)。
將(jiang)電(dian)(dian)動(dong)(dong)汽(qi)車(che)發(fa)(fa)展(zhan)(zhan)與(yu)分布式能源(yuan)(yuan)、儲能等領域(yu)發(fa)(fa)展(zhan)(zhan)結合思考有(you)(you)(you)多方面好處:首先,電(dian)(dian)動(dong)(dong)汽(qi)車(che)的(de)有(you)(you)(you)序接入將(jiang)提高(gao)(gao)電(dian)(dian)力(li)系(xi)(xi)統對(dui)(dui)波(bo)動(dong)(dong)性可再生(sheng)能源(yuan)(yuan)的(de)消納能力(li),減(jian)少棄(qi)風、棄(qi)光電(dian)(dian)量(liang),降低發(fa)(fa)電(dian)(dian)成(cheng)本及污染物和(he)碳排(pai)放水(shui)平;其次,對(dui)(dui)電(dian)(dian)動(dong)(dong)汽(qi)車(che)的(de)充(chong)(chong)電(dian)(dian)負荷的(de)有(you)(you)(you)序引導(dao)將(jiang)降低電(dian)(dian)力(li)系(xi)(xi)統負荷峰(feng)谷(gu)差、提高(gao)(gao)發(fa)(fa)電(dian)(dian)機組(zu)運行效率,節約發(fa)(fa)電(dian)(dian)容量(liang)投資(zi)(zi)及燃料成(cheng)本;第(di)三(san),電(dian)(dian)動(dong)(dong)汽(qi)車(che)靈(ling)活充(chong)(chong)放電(dian)(dian)可作為系(xi)(xi)統輔助服務(wu)資(zi)(zi)源(yuan)(yuan),降低系(xi)(xi)統輔助服務(wu)成(cheng)本;第(di)四(si),對(dui)(dui)電(dian)(dian)動(dong)(dong)汽(qi)車(che)充(chong)(chong)電(dian)(dian)進行有(you)(you)(you)效管理將(jiang)一(yi)定(ding)程度避(bi)免或延緩輸配電(dian)(dian)投資(zi)(zi)成(cheng)本。
若不對電(dian)(dian)(dian)動(dong)汽車(che)(che)充電(dian)(dian)(dian)進行管(guan)理或引導(dao),電(dian)(dian)(dian)動(dong)汽車(che)(che)充電(dian)(dian)(dian)負(fu)荷非但無法(fa)幫助可(ke)再(zai)(zai)生能源并(bing)(bing)網(wang)消(xiao)納,反而會導(dao)致(zhi)電(dian)(dian)(dian)力系統調峰(feng)壓(ya)力增(zeng)加,進而加劇可(ke)再(zai)(zai)生能源棄電(dian)(dian)(dian)問(wen)題。若采取有序充電(dian)(dian)(dian)、車(che)(che)輛與電(dian)(dian)(dian)網(wang)雙向互動(dong)(V2G)、退役電(dian)(dian)(dian)池儲能等并(bing)(bing)網(wang)方式,電(dian)(dian)(dian)動(dong)汽車(che)(che)儲能潛力可(ke)得到充分釋放(fang),電(dian)(dian)(dian)力系統對可(ke)再(zai)(zai)生能源的消(xiao)納能力將顯著提(ti)升。
