  本招標(biao)項目為國軒高科(ke)新建鋰電池60GWh產(chan)線動力設(she)備(bei)集中采購項目，現對(dui)外進(jin)行公開招標(biao)，邀請有(you)興趣的(de)投標(biao)人(ren)前來投標(biao)，并提供下述規(gui)定(ding)的(de)資料。符合資格和資質規(gui)定(ding)的(de)投標(biao)人(ren)（以下簡(jian)稱申請人(ren)）將被正(zheng)式邀請參加(jia)投標(biao)。

  This project is the centralized procurement project of utility equipment for the new 60GWh lithium battery production line of Gotion High-Tech, and is now open for bidding. We invite interested bidders to submit bids and provide documents stipulated below！Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3.申請人資格要求Applicant qualification requirements

  3.1本次資格預審要求申請人(ren)應為法(fa)律上(shang)和(he)財務(wu)上(shang)獨(du)立的法(fa)人(ren)或(huo)(huo)依法(fa)登記注冊的組織，是來自(zi)中華人(ren)民共(gong)和(he)國(guo)(guo)或(huo)(huo)是與中華人(ren)民共(gong)和(he)國(guo)(guo)有(you)正常貿易往來的國(guo)(guo)家(jia)或(huo)(huo)地區(qu)的法(fa)人(ren)或(huo)(huo)其他(ta)組織均可投標；

  The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid.

  3.2投標主體(ti)需具(ju)(ju)有(you)鋰(li)電行(xing)業(ye)與本次招標設備一致的(de)設計經驗(yan)，并具(ju)(ju)有(you)近3年鋰(li)電行(xing)業(ye)業(ye)績和成熟案例，以及具(ju)(ju)有(you)良好的(de)售后服務信(xin)譽；

  The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service.

  3.3申請人應具有(you)有(you)效期(qi)內的營(ying)業(ye)執照(zhao)，注冊(ce)資金應達到1000萬元人民幣及以上；

  The applicant shall have a valid business license and the registered capital shall be RMB 10 million and above.

  3.4申請人開戶銀行在開標日前三個月(yue)內開具(ju)的(de)(de)資信證明原(yuan)(yuan)件(jian)(jian)或該原(yuan)(yuan)件(jian)(jian)的(de)(de)復印(yin)件(jian)(jian);

  3.5申請人必須為增值(zhi)稅(shui)(shui)一般納稅(shui)(shui)人,能開具增值(zhi)稅(shui)(shui)專用(yong)發票，并提供相關(guan)證明文件(jian)；

  3.6申請人(ren)需熟悉出口設(she)備(bei)標準及(ji)要求(qiu)，可具備(bei)設(she)備(bei)進出口資質(zhi)與經(jing)驗，具有產線設(she)計(ji)、安裝、調(diao)試投(tou)產、交付全程通過CE等(deng)相關認證的能(neng)力；

  The applicant should be familiar with the standards and requirements of export equipment, and can have the qualification and experience of import and export of equipment, and have the ability to pass CE and other relevant certifications throughout the design, installation, commissioning and delivery of the production line.

  3.7申請(qing)人應具(ju)備專業的(de)產線設計(ji)團隊，具(ju)備產線設備風險評估能力，在產線設備技(ji)術(shu)方案凍結(jie)前，務必提供(gong)所設計(ji)的(de)產線設備風險評估報告；

  The applicant should have a professional production line design team with the ability to assess the risk of production line equipment, and must provide a risk assessment report of the designed production line equipment before the technical agreement of production line equipment is locked.

 ; 3.8申請人應具有足夠的(de)設備產(chan)能與調(diao)試場地，在規(gui)定(ding)的(de)時間(jian)內完成設備加工制作，并在發貨前完成設備聯機調(diao)試；

  The applicant shall have sufficient equipment capacity and commissioning site, complete the processing and production of equipment within the specified time, and complete the online commissioning of equipment before shipment.

  3.9申請人應(ying)具有(you)專(zhuan)業的項(xiang)目(mu)(mu)(mu)管理(li)團隊，項(xiang)目(mu)(mu)(mu)經理(li)應(ying)具備豐富的鋰電池生產(chan)線(xian)建設項(xiang)目(mu)(mu)(mu)經驗，需保(bao)證項(xiang)目(mu)(mu)(mu)各時(shi)間節點工(gong)作符合項(xiang)目(mu)(mu)(mu)進(jin)度要(yao)求(qiu)和質量(liang)要(yao)求(qiu)。

  The applicant should have a professional project management team, and the project manager should have rich experience in lithium battery production line construction projects, and should ensure that the work of each time node of the project meets the project schedule requirements and quality requirements.

  3.10申請(qing)人參與投標的(de)產品型號、技術方案(an)配置應在規(gui)定的(de)時間內通過合肥國(guo)軒(xuan)高科動力能源有限(xian)公司(si)的(de)審(shen)核(he)確認(ren)，具體確認(ren)的(de)內容、時間、地點(dian)另行(xing)通知，審(shen)核(he)確認(ren)結果以報告(gao)為(wei)準；

  The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd.

  3.11申請(qing)人應在規定的時間內通過(guo)合肥國軒高科動力能源有限公司的資格審(shen)(shen)核，審(shen)(shen)核的具體內容(rong)、時間、地(di)點另行通知，審(shen)(shen)核通過(guo)后方可參加投標(biao)；

  3.12申請人須提(ti)(ti)供(gong)(gong)2020年1月1日至(zhi)今類似項目的(de)成熟案例（數量≥3，必須為行業內主(zhu)流的(de)鋰電池工廠成熟案例），提(ti)(ti)供(gong)(gong)合(he)(he)同復印件（含合(he)(he)同名(ming)稱、合(he)(he)同金額、合(he)(he)同簽(qian)訂日期、合(he)(he)同蓋(gai)章頁、驗收證(zheng)明等內容。所提(ti)(ti)供(gong)(gong)合(he)(he)同以合(he)(he)同簽(qian)署日期為準；若(ruo)為框架(jia)合(he)(he)同則(ze)以框架(jia)合(he)(he)同加訂單為準。原件備查），且(qie)合(he)(he)同期內未出(chu)現(xian)(xian)嚴(yan)重(zhong)違(wei)約或關鍵部分未出(chu)現(xian)(xian)重(zhong)大的(de)技術及質量問題；

  3.13申(shen)請人(ren)不得存在(zai)下列情(qing)形之一(yi)The applicant shall not be under any of the following circumstances：

    3.13.1申請人被責(ze)令停業或破產狀態的(de);

    The applicant is ordered to cease operations or bankruptcy status；

    3.13.2申(shen)請人被(bei)暫停或取消投標資格的;

    3.13.6法(fa)定代表人為同(tong)一人的兩個(ge)及兩個(ge)以上法(fa)人，母(mu)公司(si)、全資(zi)子公司(si)及其(qi)控股公司(si)，不得在本項目招標中同(tong)時參(can)加;

  3.14法律法規規定的其他必須符合的要求;
