  本招(zhao)標項目為國軒高科新(xin)建(jian)鋰(li)電(dian)池60GWh產線物流系統設備集(ji)中采購項目，現對外進行公開招(zhao)標，邀請有興趣的投(tou)標人前(qian)來投(tou)標，并提供(gong)下(xia)(xia)述(shu)規定的資(zi)料。符合資(zi)格和資(zi)質(zhi)規定的投(tou)標人（以下(xia)(xia)簡稱申請人）將(jiang)被正式邀請參加投(tou)標。

  This project is the centralized procurement project of logistics system equipment for the new 60GWh lithium battery production line of Gotion High-Tech, and is now open for bidding. We invite interested bidders to submit bids and provide documents stipulated below！Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3.申請人資格(ge)要(yao)求Applicant qualification requirements

  3.1本次資(zi)格預審(shen)要求(qiu)申(shen)請(qing)人應為法(fa)律(lv)上和財務上獨立的(de)法(fa)人或依(yi)法(fa)登記(ji)注冊的(de)組(zu)(zu)織，是來(lai)自中華人民共和國(guo)或是與中華人民共和國(guo)有(you)正(zheng)常貿易往來(lai)的(de)國(guo)家或地區的(de)法(fa)人或其他組(zu)(zu)織均可投標；

  The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid.

  3.2投(tou)標(biao)主體(ti)需具(ju)(ju)有(you)鋰電(dian)行業(ye)與本次招標(biao)設備一致的(de)(de)設計經驗，并具(ju)(ju)有(you)近3年鋰電(dian)行業(ye)業(ye)績(ji)和成熟案例，以(yi)及具(ju)(ju)有(you)良好的(de)(de)售后服務信(xin)譽；

  The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service.

  3.3申請人應具有(you)有(you)效期內的營業執照，注冊資(zi)金應達到1000萬(wan)元人民幣(bi)及以(yi)上(shang)；

  The applicant shall have a valid business license and the registered capital shall be RMB 10 million and above.

  3.4申請人開(kai)戶(hu)銀行在(zai)開(kai)標(biao)日前(qian)三個月內開(kai)具的(de)資信(xin)證(zheng)明(ming)原(yuan)件或該(gai)原(yuan)件的(de)復印件;

  The original credit certificate issued by the applicant's bank within 3 months before the opening date of the tender or a copy of the original;

  3.5申請人必須為增(zeng)值稅一般納稅人,能開具增(zeng)值稅專用(yong)發(fa)票，并提(ti)供相(xiang)關證(zheng)明文件；

  The applicant must be a general VAT payer, capable of issuing VAT invoices, and provide relevant supporting documents.

  3.6申請(qing)人需熟悉出口(kou)設備標(biao)準及要求，可具(ju)備設備進出口(kou)資(zi)質與經(jing)驗(yan)，具(ju)有產線設計、安(an)裝、調試投產、交付(fu)全程通過(guo)CE等相關認證(zheng)的能力；

  The applicant should be familiar with the standards and requirements of export equipment, and can have the qualification and experience of import and export of equipment, and have the ability to pass CE and other relevant certifications throughout the design, installation, commissioning and delivery of the production line.

  3.7申請人應(ying)具備(bei)專業的產(chan)線(xian)設計團(tuan)隊(dui)，具備(bei)產(chan)線(xian)設備(bei)風險評估(gu)能力(li)，在產(chan)線(xian)設備(bei)技術方案凍結前(qian)，務必提供所設計的產(chan)線(xian)設備(bei)風險評估(gu)報告；

  The applicant should have a professional production line design team with the ability to assess the risk of production line equipment, and must provide a risk assessment report of the designed production line equipment before the technical agreement of production line equipment is locked.

  3.8申請人(ren)應具有足(zu)夠的設備產能與調(diao)試(shi)場地，在規定(ding)的時(shi)間內完(wan)成(cheng)設備加(jia)工制作，并在發貨前完(wan)成(cheng)設備聯機調(diao)試(shi)；

  The applicant shall have sufficient equipment capacity and commissioning site, complete the processing and production of equipment within the specified time, and complete the online commissioning of equipment before shipment.

  3.9申(shen)請(qing)人(ren)應(ying)具(ju)有(you)專(zhuan)業的(de)項目(mu)(mu)(mu)管理(li)團隊(dui)，項目(mu)(mu)(mu)經理(li)應(ying)具(ju)備豐富的(de)鋰電池生產線建設(she)項目(mu)(mu)(mu)經驗，需保證項目(mu)(mu)(mu)各時間節(jie)點工作符合(he)項目(mu)(mu)(mu)進度要(yao)求和質量要(yao)求。

 ; The applicant should have a professional project management team, and the project manager should have rich experience in lithium battery production line construction projects, and should ensure that the work of each time node of the project meets the project schedule requirements and quality requirements.

  3.10申請(qing)人(ren)參與投標的(de)(de)產品型號、技(ji)術方案配置應在規定(ding)的(de)(de)時間內(nei)通過(guo)合肥國(guo)軒高科動力能源有限(xian)公司的(de)(de)審(shen)核(he)確(que)認(ren)，具體確(que)認(ren)的(de)(de)內(nei)容(rong)、時間、地點另行通知，審(shen)核(he)確(que)認(ren)結果(guo)以(yi)報(bao)告為(wei)準；

  The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd.

  3.11申請人應在規(gui)定的(de)時間內(nei)通過合肥國軒高科動力能源有限公司的(de)資格(ge)審(shen)(shen)核，審(shen)(shen)核的(de)具體內(nei)容(rong)、時間、地(di)點另行通知(zhi)，審(shen)(shen)核通過后(hou)方可參加(jia)投標；

  Applicants shall pass the qualification audit of Hefei Gotion-Hightech Power Energy Co., Ltd. within the specified time, and the specific content, time and location of the audit shall be notified later, Only after passing the audit will they be allowed to participate the tender!

  3.12申請人須(xu)提供2020年(nian)1月1日(ri)至今類似項目的成(cheng)熟(shu)案例（數量≥3，必須(xu)為行業(ye)內主流的鋰(li)電池工廠成(cheng)熟(shu)案例），提供合(he)(he)同(tong)(tong)復印件（含(han)合(he)(he)同(tong)(tong)名(ming)稱、合(he)(he)同(tong)(tong)金(jin)額(e)、合(he)(he)同(tong)(tong)簽訂日(ri)期、合(he)(he)同(tong)(tong)蓋(gai)章頁、驗(yan)收證(zheng)明等內容(rong)。所提供合(he)(he)同(tong)(tong)以合(he)(he)同(tong)(tong)簽署(shu)日(ri)期為準；若為框架合(he)(he)同(tong)(tong)則以框架合(he)(he)同(tong)(tong)加訂單為準。原件備查），且(qie)合(he)(he)同(tong)(tong)期內未出現嚴重違約或(huo)關鍵部分未出現重大(da)的技術及質量問題(ti)；

  3.13申請人不得存在下列情形之一The applicant shall not be under any of the following circumstances：

    3.13.1申請(qing)人(ren)被責令停業(ye)或破產狀(zhuang)態的(de);

    The applicant is ordered to cease operations or bankruptcy status；

    3.13.2申請人被暫停或(huo)取(qu)消投標資格的;

    The applicant is suspended or disqualified from bidding；

    3.13.3申請人財產被(bei)重組、接管、查封、扣押或凍結的;

    The applicant's property is reorganized, taken over, seized, seized or frozen；

    3.13.4申請人在最近三年內有騙取中標或嚴重違約的;

    The applicant has fraudulently won the bid or serious breach of contract in the last 3 years；

    3.13.5申請人(ren)在我司最近三年內有無故棄標或其他違約行為的(de);

    Applicants who have abandoned bids without cause or other breaches of contract within the last 3 years in our company；

    3.13.6法定代表人(ren)(ren)為同(tong)一人(ren)(ren)的兩個(ge)及兩個(ge)以上法人(ren)(ren)，母公(gong)司(si)、全資子公(gong)司(si)及其控(kong)股公(gong)司(si)，不得在本項(xiang)目招標中同(tong)時參加;

    3.14法律法規規定的其他必須符(fu)合的要求;

    Proof of similar overseas and domestic project cases and supporting documents (provide scanned copies of contracts)；

    4.2.5企業概況及履約(yue)能力說(shuo)明;

    Description of the enterprise profile and performance capability；

    4.2.6近三年的(de)財(cai)務(wu)報表資料，以及資格(ge)要求(qiu)中3.4條的(de)資信證明;

    Financial statement information of the last 3 years, and the proof of creditworthiness in Article 3.4 of the qualification requirements。
