   本招標項目為國軒高科（海外基地）新建鋰電池100GWh產線動(dong)力設備集中采購項目，現對外進行公開招標，邀請有興趣的投標人前來投標，并提供下述規定的資料。符合資格和資質規定的投標人（以下簡稱申請人）將被正式邀請參加投標。

   This project is the centralized procurement project of power equipment for the new 100GWh lithium battery production line of Gotion High-Tech (overseas base), and is now open for bidding. We invite interested bidders to submit bids and provide documents stipulated below. Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3.申請人資格(ge)要求Applicant Qualification Requirements

  3.1本次(ci)資(zi)格預審要求(qiu)申請(qing)人(ren)應為法律(lv)上和(he)財務上獨立的法人(ren)或依(yi)法登記注冊的組(zu)織，是來自中(zhong)華人(ren)民共和(he)國或是與(yu)中(zhong)華人(ren)民共和(he)國有正常貿易(yi)往(wang)來的國家或地區的法人(ren)或其(qi)他組(zu)織均可(ke)投(tou)標。

  The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid.

  3.2投(tou)標(biao)主體需具有(you)鋰電(dian)行業與本(ben)次招(zhao)標(biao)設備一致的設計經驗，并具有(you)近3年海外(wai)鋰電(dian)業績(ji)和成(cheng)熟案(an)例，以及具有(you)良好的售后服務信譽。

  The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service.

  3.3申(shen)請(qing)人(ren)應(ying)具有(you)有(you)效期內的營業執(zhi)照(zhao)，注(zhu)冊資金應(ying)達到2000萬(wan)元人(ren)民幣及以上。

  The applicant shall have a valid business license and the registered capital shall be RMB 20 million and above.

  3.4申請人開戶銀行在開標日(ri)前三個月(yue)內開具的資信證明(ming)原(yuan)件或該原(yuan)件的復(fu)印(yin)件。

  The original credit certificate issued by the applicant's bank within 3 months before the opening date of the tender or a copy of the original.

  3.5申請人(ren)必須為增值稅一般(ban)納稅人(ren),能開具增值稅專用發票，并提供相(xiang)關證(zheng)明文件(jian)。

  The applicant must be a general VAT payer, capable of issuing VAT invoices, and provide relevant supporting documents.

  3.6申請人需熟悉使用地(di)的設(she)備設(she)計(ji)標準與流程，以及使用地(di)相(xiang)關法律法規(gui)；須具備設(she)備進(jin)出口(kou)資質與經驗，以及具備產(chan)(chan)線設(she)計(ji)、安裝、調試投產(chan)(chan)、交付(fu)全(quan)過程通過UL、ETL、CE等認證的能力。

  The applicant must be familiar with the equipment design standards and processes in the place of use, as well as the relevant laws and regulations in the place of use; must have the qualification and experience in the import and export of equipment, as well as the ability to pass UL, ETL, CE and other certifications during the whole process of production line design, installation, commissioning and delivery.

  3.7申(shen)請人應具有海外鋰電行業(ye)電芯生(sheng)產(chan)線成功落地實施(shi)案(an)例；熟(shu)悉出(chu)口至海外設備(bei)設計標準(zhun)及(ji)要求(qiu)。有出(chu)口設備(bei)至海外，并順利完成安裝(zhuang)調(diao)試(shi)、生(sheng)產(chan)的(de)經驗（需(xu)提交案(an)例資(zi)料）。

  The applicant should have successful implementation cases of overseas lithium battery industry cell production line; be familiar with the design standards and requirements of equipment exported to overseas. Have the experience of exporting equipment to overseas and successfully completing the installation, commissioning and production (need to submit case information).

  3.8申請(qing)人應(ying)具(ju)(ju)備專業的(de)(de)產(chan)線設(she)(she)(she)計(ji)團隊，具(ju)(ju)備方(fang)案(an)階段(duan)整線3D建模渲染及仿真視(shi)頻能(neng)力(li)，具(ju)(ju)備產(chan)線設(she)(she)(she)備風險(xian)評(ping)估能(neng)力(li)，在產(chan)線設(she)(she)(she)備技術方(fang)案(an)凍(dong)結前，務必提供所設(she)(she)(she)計(ji)的(de)(de)產(chan)線設(she)(she)(she)備風險(xian)評(ping)估報告(gao)。

  The applicant should have a professional production line design team, with the ability of 3D modeling rendering and simulation video of the whole line at the programme stage, with the ability of risk assessment of the production line equipment, and be sure to provide a risk assessment report of the designed production line equipment before the freeze of the technical programme of the production line equipment.

  3.9申請人應(ying)具有足夠的設備(bei)制造產能與調試場地(di)，在規定(ding)的時間內完(wan)成(cheng)設備(bei)加工制作，并在發貨(huo)前完(wan)成(cheng)設備(bei)聯機調試。

  The applicant shall have sufficient equipment manufacturing capacity and commissioning sites to complete equipment processing and fabrication within the stipulated time and complete equipment on-line commissioning before shipment.

  3.10申請人應具有專業的(de)(de)項(xiang)目(mu)(mu)(mu)管(guan)理(li)團隊，項(xiang)目(mu)(mu)(mu)經理(li)應具備豐(feng)富的(de)(de)海外鋰電池產線建設項(xiang)目(mu)(mu)(mu)經驗，需保證項(xiang)目(mu)(mu)(mu)各時間(jian)節點工作(zuo)符(fu)合項(xiang)目(mu)(mu)(mu)進度要(yao)求(qiu)和質(zhi)量要(yao)求(qiu)，可以使用英語(yu)作(zuo)為工作(zuo)語(yu)言(yan)。

  The applicant should have a professional project management team, the project manager should have rich experience in overseas lithium battery production line construction projects, need to ensure that the project work at all milestones in line with the project schedule and quality requirements, can use English as a working language.

  3.11投標人應具(ju)有(you)海(hai)外分公司或售后(hou)服務(wu)(wu)中心（不(bu)含商業合作模式(shi)，售后(hou)人員(yuan)＞10人），且具(ju)備設計團隊和能力，能定期直接到海(hai)外工廠進行對接或售后(hou)服務(wu)(wu)。

  The bidder should have an overseas branch or after-sales service centre (excluding commercial cooperation mode, with after-sales personnel > 10), and have a design team and the ability to go directly to overseas factories on a regular basis for work execution or after-sales service.

  3.12申請人參與投標的產(chan)品型號、技術方案配置應(ying)在規定的時間內(nei)通(tong)過(guo)合肥國軒高科動力能源有限公司(si)的審核確(que)認，具體確(que)認的內(nei)容、時間、地點另行(xing)通(tong)知，審核確(que)認結果以(yi)報告為準。

  The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd., the specific content, time and location will be notified separately, and the verification results shall be subject to the report.

  3.13申請人應在規定的時間內(nei)通(tong)過合(he)肥國軒高科(ke)動力(li)能源有(you)限(xian)公(gong)司的資格審(shen)(shen)核，審(shen)(shen)核的具體(ti)內(nei)容(rong)、時間、地點另行通(tong)知，審(shen)(shen)核通(tong)過后方可(ke)參加投(tou)標。

  The applicant shall pass the qualification audit of Hefei Gotion-Hightech Power Energy Co., Ltd. within the specified time, and the specific content, time and location of the audit shall be notified later, Only after passing the audit will they be allowed to participate the tender.

  3.15申請人不得存在下列情形之一 The applicant shall not be under any of the following circumstances：

    3.15.2申請(qing)人被暫停或取消(xiao)投標資格的。

    3.15.4申請(qing)人(ren)在最近三年內有(you)騙取中(zhong)標或嚴重違約的。

    The applicant has fraudulently won the bid or serious breach of contract in the last 3 years.

    3.15.5申請人在(zai)我司最近(jin)三(san)年內(nei)有無故(gu)棄標或其(qi)他違(wei)約行為(wei)的。

    The applicant who has abandoned bids without cause or other breaches of contract within the last 3 years in our company.

    3.15.6法(fa)定代表人為同一人的(de)兩(liang)個(ge)及兩(liang)個(ge)以上(shang)法(fa)人，母公司、全資(zi)子公司及其控股(gu)公司，不得在本項目招標(biao)中同時參加。

    Two or more juridical persons with the same legal representative, parent company, wholly-owned subsidiary and its holding company, shall not participate in the bidding of this project at the same time.

  3.16法律法規(gui)規(gui)定的其(qi)他(ta)必須(xu)符(fu)合的要(yao)求。

  The applicant does not comply with other mandatory requirements of laws and regulations.

   本次招(zhao)標公告只在國軒高科官網招(zhao)標平臺efdon.cn上發布，其他媒體轉載無效。

   The bidding announcement will only be published on the bidding platform of the official website of Gotion High-tech efdon.cn, reproduction by other media is invalid.
