  本招(zhao)標(biao)(biao)項目(mu)為(wei)國軒高科（海外基地）新建(jian)鋰電(dian)池100GWh產(chan)線電(dian)芯設(she)備(bei)集中(zhong)采購項目(mu)，現對外進行(xing)公開招(zhao)標(biao)(biao)，邀請有興趣的(de)投(tou)標(biao)(biao)人(ren)(ren)前來投(tou)標(biao)(biao)，并提供下(xia)述規定(ding)的(de)資料。符合資格(ge)和資質規定(ding)的(de)投(tou)標(biao)(biao)人(ren)(ren)（以下(xia)簡(jian)稱申請人(ren)(ren)）將被正式邀請參加投(tou)標(biao)(biao)。

  This project is the centralized procurement project of cell equipment for the new 100GWh lithium battery production line of Gotion High-Tech (overseas base), and is now open for bidding. We invite interested bidders to submit bids and provide documents stipulated below. Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3.申請人資格要求Applicant Qualification Requirements

  3.1本(ben)次(ci)資(zi)格預審(shen)要求(qiu)申請人應為法(fa)(fa)律(lv)上(shang)和(he)財務上(shang)獨立(li)的法(fa)(fa)人或依法(fa)(fa)登記注冊(ce)的組織(zhi)，是來(lai)自中華(hua)人民共和(he)國或是與中華(hua)人民共和(he)國有正常貿(mao)易(yi)往來(lai)的國家或地區的法(fa)(fa)人或其他組織(zhi)均可投標。

  The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid.

  3.2投標主體需具有(you)鋰(li)電行(xing)業與本次(ci)招標設備一(yi)致(zhi)的設計經驗，并具有(you)近3年海外(wai)鋰(li)電業績(ji)和成熟案例，以及(ji)具有(you)良好(hao)的售后服務(wu)信譽。

  The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service.

  3.3申請人應具有有效期內(nei)的營業執照，注冊資金(jin)應達到2000萬元(yuan)人民幣及以上(shang)。

  The applicant shall have a valid business license and the registered capital shall be RMB 20 million and above.

  3.4申請人開(kai)戶銀行在開(kai)標日前三個月(yue)內開(kai)具的資(zi)信(xin)證明原(yuan)件(jian)(jian)或該原(yuan)件(jian)(jian)的復印件(jian)(jian)。

  The original credit certificate issued by the applicant's bank within 3 months before the opening date of the tender or a copy of the original.

  3.5申請人必須為增值(zhi)稅一般納稅人,能開具增值(zhi)稅專用發票，并提供相關證明文(wen)件。

  The applicant must be a general VAT payer, capable of issuing VAT invoices, and provide relevant supporting documents.

  3.6申請人需熟悉使(shi)用(yong)(yong)地的設備(bei)設計(ji)(ji)標(biao)準(zhun)與(yu)流程，以及使(shi)用(yong)(yong)地相(xiang)關法律法規(gui)；須具(ju)備(bei)設備(bei)進出口資質與(yu)經(jing)驗，以及具(ju)備(bei)產線設計(ji)(ji)、安裝(zhuang)、調試投產、交付全過程通過UL、ETL、CE等認證的能力（激光類(lei)設備(bei)須符合FDA標(biao)準(zhun)）。

  The applicant must be familiar with the equipment design standards and processes in the place of use, as well as the relevant laws and regulations in the place of use; must have the qualification and experience in the import and export of equipment, as well as the ability to pass UL, ETL, CE and other certifications during the whole process of production line design, installation, commissioning and delivery (laser equipment must comply with the FDA standards).

  3.7申請人應具(ju)有海外鋰電(dian)行業電(dian)芯(xin)生產(chan)(chan)線成(cheng)功落地(di)實施案例；熟悉出(chu)口(kou)(kou)至(zhi)海外設備設計標準及要(yao)求。有出(chu)口(kou)(kou)設備至(zhi)海外，并(bing)順利完成(cheng)安裝調試、生產(chan)(chan)的經驗(yan)（需(xu)提交案例資料）。

  The applicant should have successful implementation cases of overseas lithium battery industry cell production line; be familiar with the design standards and requirements of equipment exported to overseas. Have the experience of exporting equipment to overseas and successfully completing the installation, commissioning and production (need to submit case information).

  3.8申請(qing)人應具備專業的產(chan)線設(she)計團隊，具備方案(an)階(jie)段整(zheng)線3D建模渲染及仿真視頻能力(li)(li)，具備產(chan)線設(she)備風(feng)險評估能力(li)(li)，在(zai)產(chan)線設(she)備技(ji)術方案(an)凍(dong)結(jie)前，務必提供所設(she)計的產(chan)線設(she)備風(feng)險評估報告。

  The applicant should have a professional production line design team, with the ability of 3D modeling rendering and simulation video of the whole line at the programme stage, with the ability of risk assessment of the production line equipment, and be sure to provide a risk assessment report of the designed production line equipment before the freeze of the technical programme of the production line equipment.

  3.9申請人應具有足夠的設(she)備(bei)制造產能(neng)與調(diao)試場(chang)地(di)，在規定(ding)的時間(jian)內完成設(she)備(bei)加工(gong)制作，并在發(fa)貨前完成設(she)備(bei)聯機調(diao)試。

  The applicant shall have sufficient equipment manufacturing capacity and commissioning sites to complete equipment processing and fabrication within the stipulated time and complete equipment on-line commissioning before shipment.

  3.10申請人(ren)應(ying)具有專業的項(xiang)(xiang)目管理團隊，項(xiang)(xiang)目經理應(ying)具備豐富的海(hai)外鋰電池產線建設項(xiang)(xiang)目經驗，需保證項(xiang)(xiang)目各時(shi)間節點(dian)工(gong)作符(fu)合項(xiang)(xiang)目進度要求(qiu)和質(zhi)量要求(qiu)，可以使(shi)用英語(yu)作為工(gong)作語(yu)言(yan)。

  The applicant should have a professional project management team, the project manager should have rich experience in overseas lithium battery production line construction projects, need to ensure that the project work at all milestones in line with the project schedule and quality requirements, can use English as a working language.

  3.11投標(biao)人應具有(you)海外(wai)分公司或(huo)售(shou)后(hou)服務(wu)中(zhong)心（不含商業合作模(mo)式，售(shou)后(hou)人員＞10人），且(qie)具備設計團隊和(he)能(neng)力，能(neng)定期直(zhi)接到海外(wai)工廠(chang)進行對接或(huo)售(shou)后(hou)服務(wu)。

  The bidder should have an overseas branch or after-sales service centre (excluding commercial cooperation mode, with after-sales personnel > 10), and have a design team and the ability to go directly to overseas factories on a regular basis for work execution or after-sales service.

  3.12申請人參與(yu)投標的產品型(xing)號、技術方(fang)案配(pei)置應(ying)在規定的時(shi)間內通(tong)(tong)過合肥(fei)國軒高科動力能源有限公司的審(shen)核(he)確認(ren)，具體確認(ren)的內容、時(shi)間、地點另行(xing)通(tong)(tong)知(zhi)，審(shen)核(he)確認(ren)結果以報告為準。

  The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd., the specific content, time and location will be notified separately, and the verification results shall be subject to the report.

  3.13申請人(ren)應在規定的(de)時(shi)間內通(tong)(tong)(tong)過合肥(fei)國軒高科動(dong)力能源有限公司的(de)資格(ge)審(shen)核，審(shen)核的(de)具體內容、時(shi)間、地(di)點另行(xing)通(tong)(tong)(tong)知，審(shen)核通(tong)(tong)(tong)過后方(fang)可參加投標。

  The applicant shall pass the qualification audit of Hefei Gotion-Hightech Power Energy Co., Ltd. within the specified time, and the specific content, time and location of the audit shall be notified later, Only after passing the audit will they be allowed to participate the tender.

  3.14申請(qing)人須(xu)提(ti)供(gong)2021年1月1日至今類似項目(mu)的(de)成(cheng)熟案(an)例(li)（數量≥3，須(xu)具有行業排名前十的(de)主流(liu)鋰電池工廠海外整線建(jian)設落地的(de)成(cheng)熟案(an)例(li)），提(ti)供(gong)合(he)(he)(he)同(tong)復(fu)印件(jian)（含(han)合(he)(he)(he)同(tong)名稱、合(he)(he)(he)同(tong)金額、合(he)(he)(he)同(tong)簽訂(ding)日期、合(he)(he)(he)同(tong)蓋章頁、驗收證明等內(nei)容(rong)。所提(ti)供(gong)合(he)(he)(he)同(tong)以合(he)(he)(he)同(tong)簽署日期為準；若(ruo)為框(kuang)(kuang)架合(he)(he)(he)同(tong)則以框(kuang)(kuang)架合(he)(he)(he)同(tong)加訂(ding)單(dan)為準。原件(jian)備查），且合(he)(he)(he)同(tong)期內(nei)未出現嚴重違(wei)約或關鍵部分未出現重大的(de)技術及質量問題。

  3.15申請人不得存在下列情形之一 The applicant shall not be under any of the following circumstances：

    3.15.2申請人被暫(zan)停或取消投(tou)標資格(ge)的。

    3.15.4申請人在最近三年內有騙取中(zhong)標或嚴重違約的。

    The applicant has fraudulently won the bid or serious breach of contract in the last 3 years.

    3.15.5申請人在我(wo)司最近三年內(nei)有無故棄標或其(qi)他違約行為的。

    The applicant who has abandoned bids without cause or other breaches of contract within the last 3 years in our company.

    3.15.6法定代表人(ren)為同(tong)一人(ren)的兩(liang)(liang)個及兩(liang)(liang)個以(yi)上法人(ren)，母公(gong)司(si)、全資子公(gong)司(si)及其控(kong)股公(gong)司(si)，不得在本項目招(zhao)標(biao)中同(tong)時參加。

    Two or more juridical persons with the same legal representative, parent company, wholly-owned subsidiary and its holding company, shall not participate in the bidding of this project at the same time.

  3.16法(fa)律法(fa)規規定的其他必須符合的要求。
