本招標(biao)項目為國軒高(gao)科新建鋰電(dian)池120GWh產線電(dian)芯設備集(ji)中采(cai)購項目，現對外進行公開招標(biao)，邀(yao)請有興趣(qu)的(de)投(tou)標(biao)人前(qian)來投(tou)標(biao)，并提供下(xia)述規定的(de)資(zi)料。符合(he)資(zi)格和資(zi)質規定的(de)投(tou)標(biao)人（以下(xia)簡稱申請人）將被正(zheng)式邀(yao)請參加投(tou)標(biao)。

This bidding project is for the centralized procurement of cell equipment for Gotion High-tech's new 120GWh lithium-ion battery production line. Public bidding is hereby invited. All interested bidders are welcome to participate and are required to submit the documents specified below. Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3. 申請人(ren)資格要求 Applicant Qualification Requirements

  3.1 本次資格預審要(yao)求申請(qing)人應為法(fa)律(lv)上和財務(wu)上獨立的(de)法(fa)人或(huo)依法(fa)登記注冊的(de)組織(zhi)，是(shi)來(lai)(lai)自(zi)中華人民共和國或(huo)是(shi)與中華人民共和國有正常貿(mao)易往(wang)來(lai)(lai)的(de)國家或(huo)地區(qu)的(de)法(fa)人或(huo)其(qi)他組織(zhi)；

The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid;

  3.2 投(tou)標(biao)主體需具(ju)有(you)鋰(li)電行業與本次(ci)招標(biao)設(she)備(bei)一致的(de)設(she)計經驗，并具(ju)有(you)近3年(nian)海外鋰(li)電業績和成熟案例，以及具(ju)有(you)良好的(de)售后服務信譽；

The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service;

  3.3 申請人(ren)應具有(you)有(you)效期內的營業(ye)執照(zhao)，注冊資金應達到2000萬元人(ren)民幣(bi)及以上；

The applicant shall have a valid business license and the registered capital shall be RMB 20 million and above;

  3.4 申請人開戶銀行在(zai)開標(biao)日前三個月內開具(ju)的資(zi)信證明原(yuan)件(jian)或該原(yuan)件(jian)的復(fu)印件(jian);

The original credit certificate or a copy issued by the applicant's bank within 3 months before the opening date of the tender;

  3.5 申請(qing)人(ren)必須為增值(zhi)稅(shui)一般納(na)稅(shui)人(ren)，能開具增值(zhi)稅(shui)專用發(fa)票，并(bing)提(ti)供相關證明文件；

The applicant must be a general VAT payer, capable of issuing VAT invoices, and provide relevant supporting documents;

  3.6 申(shen)請(qing)人需熟悉使用(yong)地的設(she)備(bei)(bei)設(she)計標準與流程，以及使用(yong)地相關法(fa)律法(fa)規(gui)；須(xu)具備(bei)(bei)設(she)備(bei)(bei)進出口資質與經驗(yan)，以及具備(bei)(bei)產(chan)線設(she)計、安裝、調試(shi)投(tou)產(chan)、交(jiao)付全過程通過UL、ETL、CE等認證的能力（激光類設(she)備(bei)(bei)須(xu)符合FDA標準）；

The applicant must be familiar with the equipment design standards and processes in the place of use, as well as the relevant laws and regulations in the place of use; must have the qualification and experience in the import and export of equipment, as well as the ability to pass UL, ETL, CE and other certifications during the whole process of production line design, installation, commissioning and delivery (laser equipment must comply with the FDA standards);

  3.7 申(shen)請人應具有海外(wai)鋰(li)電(dian)行業(ye)電(dian)芯(xin)生(sheng)產線(xian)成(cheng)功落地實施(shi)案例；熟悉出口至海外(wai)設(she)(she)備(bei)設(she)(she)計標準及要求。有出口設(she)(she)備(bei)至海外(wai)，并順利完成(cheng)安(an)裝調試、生(sheng)產的經驗(yan)（需提交案例資料(liao)）；

The applicant should have successful implementation cases of overseas lithium battery industry cell production line, be familiar with the design standards and requirements of equipment exported to overseas, have the experience of exporting equipment to overseas and successfully completing the installation, commissioning and production (need to submit case information);

  3.8 申(shen)請人應具(ju)(ju)備(bei)專業的產線(xian)(xian)設(she)計(ji)團隊，具(ju)(ju)備(bei)方(fang)案階段(duan)整線(xian)(xian)3D建模(mo)渲染及仿真視頻能力(li)，具(ju)(ju)備(bei)產線(xian)(xian)設(she)備(bei)風險(xian)評估能力(li)，在產線(xian)(xian)設(she)備(bei)技術(shu)方(fang)案凍結前，務(wu)必(bi)提供所設(she)計(ji)的產線(xian)(xian)設(she)備(bei)風險(xian)評估報(bao)告；

The applicant should have a professional production line design team, with the ability of 3D modeling rendering and simulation video of the whole line at the programme stage, with the ability of risk assessment of the production line equipment, and be sure to provide a risk assessment report of the designed production line equipment before the freeze of the technical programme of the production line equipment;

  3.9 申請人應具有足夠的設(she)(she)備(bei)制(zhi)造產(chan)能與調(diao)試(shi)場地，在(zai)規定的時間內完成設(she)(she)備(bei)加工制(zhi)作，并在(zai)發(fa)貨前完成設(she)(she)備(bei)聯機(ji)調(diao)試(shi)；

The applicant shall have sufficient equipment manufacturing capacity and commissioning sites to complete equipment processing and fabrication within the stipulated time and complete equipment on-line commissioning before shipment;

  3.10 申(shen)請人應具(ju)有(you)專業的(de)項(xiang)目管理團(tuan)隊，項(xiang)目經理應具(ju)備豐富的(de)海外鋰(li)電池產線建(jian)設(she)項(xiang)目經驗，需保證項(xiang)目各時(shi)間節點工作(zuo)符合(he)項(xiang)目進度要求和質量要求，可以使(shi)用英語作(zuo)為工作(zuo)語言；

The applicant should have a professional project management team, the project manager should have rich experience in overseas lithium battery production line construction projects, need to ensure that the project work at all milestones in line with the project schedule and quality requirements, can use English as a working language;

  3.11 投標(biao)人應具有海外分公司或售(shou)后(hou)服務(wu)中心（不含商業合作模式(shi)，售(shou)后(hou)人員＞10人），且具備(bei)設計團隊和能力，能定期直接到海外工廠進行對接或售(shou)后(hou)服務(wu)；

The bidder should have an overseas branch or after-sales service centre (excluding commercial cooperation mode, with after-sales personnel > 10), and have a design team and the ability to go directly to overseas factories on a regular basis for work execution or after-sales service；

  3.12 申請(qing)人參(can)與(yu)投標(biao)的(de)產(chan)品型號、技術方案配置應在規(gui)定的(de)時(shi)間內通過合(he)肥國軒(xuan)高科動力能源有(you)限公司的(de)審(shen)核確(que)(que)認(ren)，具體確(que)(que)認(ren)的(de)內容(rong)、時(shi)間、地點另行通知，審(shen)核確(que)(que)認(ren)結果以報(bao)告(gao)為準；

The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd., the specific content, time and location will be notified separately, and the verification results shall be subject to the report;

  3.13 申請人應在規定(ding)的(de)(de)時(shi)間(jian)內通過(guo)(guo)合肥國軒高科(ke)動力能源有限公司的(de)(de)資格審(shen)核(he)，審(shen)核(he)的(de)(de)具體內容、時(shi)間(jian)、地點另行通知，審(shen)核(he)通過(guo)(guo)后方可參加投標；

The applicant shall pass the qualification audit of Hefei Gotion-Hightech Power Energy Co., Ltd., within the specified time, and the specific content, time and location of the audit shall be notified later. Only after passing the audit will the applicant be allowed to participate the tender;

  3.14 申請人須提供(gong)2022年1月1日(ri)至今(jin)類似項目的成熟案例(li)（數(shu)量≥3，須具有行業排名前十的主流鋰電池工廠(chang)海外整(zheng)線(xian)建設落地的成熟案例(li)），提供(gong)合(he)(he)(he)(he)同(tong)(tong)(tong)復(fu)印件（含(han)合(he)(he)(he)(he)同(tong)(tong)(tong)名稱、合(he)(he)(he)(he)同(tong)(tong)(tong)金額、合(he)(he)(he)(he)同(tong)(tong)(tong)簽訂日(ri)期、合(he)(he)(he)(he)同(tong)(tong)(tong)蓋章頁、驗收證明等內(nei)(nei)容。所提供(gong)合(he)(he)(he)(he)同(tong)(tong)(tong)以合(he)(he)(he)(he)同(tong)(tong)(tong)簽署日(ri)期為準；若為框(kuang)架合(he)(he)(he)(he)同(tong)(tong)(tong)則以框(kuang)架合(he)(he)(he)(he)同(tong)(tong)(tong)加訂單為準。原(yuan)件備查），且合(he)(he)(he)(he)同(tong)(tong)(tong)期內(nei)(nei)未出現嚴重(zhong)違約或(huo)關鍵部分未出現重(zhong)大的技(ji)術及質(zhi)量問題(ti)；

The applicant must provide mature cases of similar projects from January 1, 2022 to the present (number ≥ 3, must be the Top 10 mainstream of the industry's lithium battery factory mature cases), providing copies of contracts (including contract name, contract amount, contract signing date, contract seal page, acceptance certificate, etc. The contract provided shall be subject to the contract signing date; In case of framework contract, the framework contract plus order shall prevail. The original should be available for inspection). There is no serious breach of contract or major technical and quality problems in key parts during the contract period;

  3.15 申請人不得存在下列情形之一  The applicant shall not be under any of the following circumstances：

  3.15.1 申請(qing)人被責令停業或破產狀態的；

  The applicant is ordered to cease operations or bankruptcy status;

  3.15.2 申請人被暫停或取消(xiao)投(tou)標(biao)資格的；

  The applicant is suspended or disqualified from bidding;

  3.15.3 申請人財(cai)產被重組(zu)、接管(guan)、查封、扣押(ya)或凍結的；

  The applicant's property is reorganized, taken over, seized or frozen;

  3.15.4 申請人在最近三年內有騙(pian)取中標或嚴重(zhong)違(wei)約的(de)；

  The applicant has fraudulently won the bid or serious breach of contract in the last 3 years;

  3.15.5 申請人在(zai)我司最近三年內有無故棄(qi)標或其他(ta)違約行(xing)為(wei)的(de)；

  The applicant who has abandoned bids without cause or other breaches of contract within the last 3 years in our company;

  3.15.6 法(fa)定(ding)代表人為同一人的兩個及(ji)兩個以(yi)上法(fa)人，母(mu)公司、全(quan)資(zi)子公司及(ji)其控股(gu)公司，不得在本項目(mu)招標中(zhong)同時參加；

  Two or more juridical persons with the same legal representative, parent company, wholly-owned subsidiary and its holding company, shall not participate in the bidding of this project at the same time;

  3.16 法(fa)律法(fa)規規定的(de)其他必須符合的(de)要求。

   The applicant does not comply with other mandatory requirements of laws and regulations.

4.報名須(xu)知 Registration Instructions

  4.1 報名時間：自2025年10月01日(ri)起 至 2025年10月15日(ri)下午(wu)17:00(北(bei)京時間)止，逾期不予受理。

For this registration, except for special remarks, all copies of the above information shall be provided, which shall be bound into a book in order and stamped with the official seal of the company. The scanned copy shall be sent to the following email address (email format: project name + package name + full name of the company + contact person + mobile phone + email address), and the original copy shall be available for inspection.

  4.3 我公(gong)司將(jiang)對申請人(ren)(ren)進(jin)行資格(ge)審核，通過審核的申請人(ren)(ren)方可參與此次(ci)項目投標。

Our company will audit the applicants' qualifications, and only after passing the audit will they be allowed to participate the tender.

5.發布(bu)公(gong)告(gao)的媒介 The medium of publishing the announcement

本次招標公告只在國軒高科官網招標平臺（efdon.cn）上發布，其他媒體轉載無效。

The bidding announcement will only be published on the bidding platform of the official website of Gotion High-tech (efdon.cn). Reproduction by other media is invalid.
